It is not hard at all to break the sound barrier. You should have an aircraft which is capable of supersonic flight and you can break the sound barrier any time you feel.

Over land, it is not difficult to break the sound barrier. The terrain you are overflying has nothing to do with the 'degree of difficulty' of going supersonic. However, over built up areas, legally it is not allowed to break the sound barrier. With air force aircraft, the sound barrier can be broken over built up areas if there is an emergency and the bandit/hostile aircraft can possibly escape.
References :
Sound is a web and it carry by air. as all world have air surrounded so to break the sound barrier is so hard.
but in the free space does not have any sound barrier.
For example, If you horn a sound from a car it will be rang. and but air it does not have any option to blockage.
References :
Not hard, crack a whip. The Crack is the end of the whip going faster than the speed of sound. That's why such a little thing makes such a loud sound.
Now if you mean a manned vehicle, in the air, no problem. Enough thrust behind the right shape and away you go.
Now if you wonder why a land based vehicle can't go Super Sonic, the shock wave created by going mach1 is circular. Around a plane, no problem. Next to the earth the wave would bounce off the ground and interfere with the vehicle. Image trying to drive a Semi through a Hurricane.
References :
Over populated areas it is a legal matter. For some reason people don't like their windows blown out by the sonic boom.

Technically there is no difference between over land and over water for the aircraft.

To break the sound barrier in aircraft it take s great deal of power, and a properly designed aircraft.

See: http://en.wikipedia.org/wiki/F-102_Delta_Dagger
for some information about the difficulty of going faster than the speed of sound.
