Noise reduction for apartment?

I live in a 2bedroom flat, that fronts a busy highway. There is constant vehicular noise. Unfortunatley (okay, so maybe not) I live in Hawaii where it's HOT, so I can't shut the windows (or get an A/C unit; landlords policy). What are ways that I can reduce the noise level in the living room? Get carpeting? (I have tile). I do shut the windows and leave the ceiling fan on, but was wondering if you had any other ideas. Please let me know. Thanks!

That's not to hard to fix. Put yourself some bushes along the road. Not too high, but probably 3 feet or so. That will kill alot of the noise based on how thick they are. You could also try a fence, but it more or less reflects sound, not absorbs it.

Curtains will also do a little bit, not a lot though.

Carpeting will really only effect the noise coming from in the house, not from outside.

    Ear plugs. No joking here-my husband snores, and I couldn´t sleep at nights until I started wearing ear plugs to bed. They are awesome, and I wish I would have worn them in my life earlier-I´m a very light sleeper. Soft ear plugs people wear when working in factories are the best.
    Poor you, living in Hawaii-wanna trade homes for awhile and you can live in Bavaria, Germany?
