How good are noise reduction headphones (big good ones like Bose type) compared to ear plugs at blocking out?

for blocking out noise

thanks..

Ear plugs will generally block out a whole range of sounds. But in my experience, noise reducing headphones are best at reducing steady noises (like the drone of the jet engines on an airplane).

You can’t beat the Bose type

I work in a very noisy place, and have used both. Unless you plan on using the headphones to listen to something (i-pod, FM radio, etc.) a good pair of foam earplugs will mute as much noise as the Bose.
