Are in-ear headphones or over-ear headphones better at noise reduction?

My Iphone headphones have just finally given up on my so i’m looking to get some new ones, and was wondering which ones make less noise because i want to be able to listen to my music at a decent level in public. I don’t wanna spend more than £30 realistically, £40 at a push but it’s not convenient…..can someone shed some light please?

The ones that completely cover your ears work the best for noise reduction. That’s what I use with my Ipod when flying.

    The ones that completely cover your ears work the best for noise reduction. That’s what I use with my Ipod when flying.
