Any suggestions for noise reduction landscaping?

I have a 20 by 40 front yard that has a 3 foot terrace across the front from street level. City codes say a fence can’t be higher than 3 foot (six feet total from street level). Any ideas what I can plant or install to give us more privacy and less street noise?

Plants will not reduce noise. Noise reduces noise. Something like a water feature, with a water fall.
