if you want quality you're going to have to spend some money. I doubt you can find a good lap top for under $300 that is capable of recording good quality music. i would suggest a macbook or macbook pro, but those will not fit into your price range.

in general anything regarding recording music is going to be expensive if you want quality. you can buy a mic for $20 somewhere, but don't expect it to be worth anything. the electronics that are involved in gear is going to be really shitty if you are spending little amounts of money. that's not saying you have to go buy a $5,000 to get a good sound, but it will cost you.

to start out you can download audacity for free and buy a USB mic. i'm not good with computer specs or anything to say what your computer needs to have inside, but i don't think you need anything too great for audacity. i'm not sure though.

my best advice would be to do your research, and read reviews before purchasing anything. reviews will show you what peoples thoughts are on the product after using it. this is a good way to avoid buying a piece of crap. you can find good deals out there, you just need to look hard.
