some planes with wing in ground effect are classified as boats if they cant fly. otherwise a boat on a hydrofoil could work.
References :
It hasn't been done yet.

But someday, somebody will be the physics and accomplish this feat.

Best of luck to anyone who is working on it.
References :
Inland waters guru

And another problem is the 50% chance of dying at that speed on the water if you hit a 1 cm ripple too. The survival rate at that end of the water speed record is woeful.
References :
Just because it hasn't been done, doesn't mean it won't. I'm sure someday this barrier will fall. The real problem..... finding a material that will withstand the harmonic vibrations from the hull on the water.
References :
The only way a "water craft" would go fast enough is if it was completely out of the water. Wouldnt really be a boat then...
References :
Ph.D Mechanical Engineering and 7 years in the boat business

to much drag from the water and the hull of the boat being in contact. you have so much drag a lot more than just wheels rolling on the ground or a plane flying through air. the surface of the hull and drag of the water prevents you from ever going that fast.
References :
PhD nuclear Physics
