Having foam pumped into your walls is by far the best sound proofing product you can get, it is also the best insulating r value wise and will stop any drafts you may have. The best product of this type is made by the Upjohn company. It is a resin base and requires renting equipment. The second best will be blown in cellulose . But if you already have fiberglass in the walls the foam will be your best Solution. The cheapest way would be to file a complaint with your local police dept.
References :
I WAS IN THE BUSINESS FOR YEARS.

Unless you want to tear down your walls a blown in insulation will be your best bet. A foam sheet insulation will probably be a better sound barrier, but you really would have to gut your house to install it. Any insulation is going to help with your noise problem to some degree.
